Level not recalled correctly by Parameter Set if below minimum volume of CC-16/64

Summary
Where an input/output or gain module has been assigned to a CC-16 or CC-64 and is also stored in a Parameter Set at a lower level than the minimum volume specified in the CC-16/CC-64 properties the level is not recalled correctly.

The first time the Parameter Set is invoked the module value will change to the minimum volume rather than the value stored in the Parameter Set. Recalling the Parameter Set a second time will cause the module to change to the correct level. This behavior only occurs within ControlSpace Designer, the hardware behaves as expected.

Cause
ControlSpace Designer incorrectly constrains the level change to the minimum volume specified in the CC-16/CC-64 properties.

Workaround
Since this issue only occurs within ControlSpace Designer it should not cause an issue with the actual installation.
