If it's the "portable home speaker" that uses the Bose Music app, then as long as it's on Wifi, the app should be able to turn it on.
If it's a SoundLink portable speaker (ie BT) that uses the Bose connect app, then I don't think so.

My speaker is the Bose Portable Smart Speaker.
I believe it has both blue tooth and wifi capabilities.
Can you kindly suggest a link to help me configure it for wifi so that I can turn it off and on via the Bose app?
